Does it makes sense to add a step to check the pages that link to the bug template? If it is determined the bug was on the Roadmap for the new release, the section may need updating.

No we should not record bugs in the user manual at all. The ones that are recorded are generally on the support pages for third-party addons and special pages like the GEPS (Gramps Enhancement Proposals) etc. I've added a section here for Rollover_for_the_manual#Version_manual_template Sam888 (talk)

stub templates

Could the Stub templates (including language variants) on rollover pages be converted to something like a Stub_Stagnant template? Once pages are locked for editing, these pages just add noise to the Stub management.

Why not just remove the stub templates from the older pages and then no need for a new template? Or modify the existing wording on the current template to mention older pages etc? CallMeDave (talk) 23:14, 25 June 2021 (UTC)

The reason to not change the current page is that the objective is to eliminate pages from the Stub category that CANNOT be worked upon. The Stub category is supposed to be a worklist.

The reason to not eliminate indicators from the older page is that they still serve a purpose: indicating that the information is incomplete.

We're trying to ways to make MediaWiki's indexing less cluttered... like not having translated variants intermixed. And not having old version continually display higher in the search results.

Please add clearing out the "What's New?" version section and updating the "What was once new" to include the rolled version.
