If you do not have write access to the repository, you can make a patchfile with your changes. This is a text file which can then be sent by email to somebody, or posted/uploaded to the bug tracker (against a bug you are fixing or a feature request which you are solving for instance), etc.
These instructions assume SVN is installed on your system (Debian/Ubuntu: <code>apt-get install subversion</code>; Fedora: <code>yum install subversion</code>).
