A census in GRAMPS should be one source, with all people refering to this one source via a source reference. However, in many instances, the source is a book, with non-related entries, eg a birth reference book spanning 4 years, with one entry per birth. Some people find it easier to make every entry a source, which then will only have sourcereferences to the people connected to the entry, eg to the birth.
