New bug tracking system

After a good bit of discussion, the team has settled on a new bug tracking system. Over the past five years, we’ve use the bug tracker at SourceForge. While this has worked okay for us for a while, we have outgrown it, and have decided we need more control than what SourceForge provides for us. We will make the transition to the new bug tracker with the 2.1/2.2 release.

We hope to eventually be able to automatically tie into the bug tracking system from the program.
